Police beat

Jan. 4

Police received information from Montana State University officials and the Richland County 4-H Council regarding misappropriation of funds of about $49,000 that occurred over the past several months. Officials believed the violation was caused by a 4-H council officer. During the following two to three weeks, police have been working with MSU and 4-H collecting information and performing a preliminary investigation. Subsequently, police have submitted a request for a determinant to the county attorney’s office for a determination on whether charges should be filed. Police are continuing the investigation and collecting information that will be turned into the county attorney’s office and determine where to go from there.

Jan. 22


Sheriff’s deputies arrested Timothy Morgan Kohntopp, 38, Sidney, on a warrant issued out of Seventh Judicial District Court that charged him with one felony theft and one felony theft of property by embezzlement and two misdemeanor thefts. The arrest comes after police conducted an investigation in July 2009 regarding theft from Agri-Industries. Information was given to the county prosecutor for a warrant that was issued in August. Kohntopp was incarcerated in lieu of a $20,000 bond.

Jan. 23

Andrew X. Brammer, 24, Glendive, was arrested in Glendive on a warrant issued out of Sidney City Court that charged him with violation of terms of a suspended sentence. Bond was set at $2,500. He was transported to Sidney on Jan. 26 and was taken in front of the city judge.

Jan. 24

Peter Booth Windsor Jr., 29, Sidney, was arrested at 2:30 a.m. and charged with assault and obstructing a peace officer. He was incarcerated in lieu of no bond.

Jan. 26

Police were notified by Williams County, N.D., authorities that Paul Eldon Cox, 42, Fairview, was being held after he was arrested in Williston, N.D., on other charges. Cox was also held on a warrant issued out of District Court that charged him with issuing bad checks. The warrant came as a result of an investigation last year in Richland County. Bond was set at $5,000, and police are currently waiting for him to be transported back to Sidney.

Frankie Joe Riedel, 23, McKenzie County, N.D., was arrested at 9:30 p.m. and charged with public drunkenness and criminal trespass to property after police received a report from a resident who said an unknown vehicle was parked on their property. Bond was set at $285 bond.

Jan. 27

Richard Victor McVicker, 29, Sidney, was arrested on a warrant issued out of City Court that charged him with contempt of court by fail to appear. McVicker posted the $299 bond and was given notice to appear in court.

Dennis James Latka, 20, Sidney, was arrested at 7:50 p.m. on a warrant issued out of City Court that charged him with fail to appear and comply with court order. He was incarcerated in lieu of a $485 bond.

Jan. 29

Rebecca Ann Loveshim, 48, Poplar, was arrested in Billings on a warrant issued out of District Court that charged her with felony theft. The warrant stems from a complaint police received in September 2009 regarding several individuals shoplifting from several Sidney businesses. Bond was set at $10,000, and she is currently being held in Yellowstone County.

Joseph Mark Olick, 28, Sidney, was arrested at 2:30 p.m. on a warrant issued out of City Court that charged him with theft after police received a report in November 2009 from a local business that he has cashed a money order that was not issued to him. He was incarcerated in lieu of a $1,500 bond.

Chad Aaron Gephart, 36, Sidney, was arrested at 4:50 p.m. on a warrant issued out of City Court that charged him with partner or family member assault, second offense, and criminal destruction or tampering with a communication device. He was incarcerated in lieu of a $2,000 bond.

Jan. 31

Brent S. Aho, 32, Sidney, was arrested at 7 p.m. on a warrant issued out of City Court in September 2008 that charged him with issuing bad checks in 2007. He posted the $400 bond and was released with notice to appear in court.

Feb. 2

At 12:30 p.m., Steven Davidson, 51, Fairview, was arrested and charged with two counts criminal trespassing which stemmed from a warrant issued out of Fairview City Court. He was incarcerated in lieu of a $1,000 bond.

    " Who ever post as Reality I've checked the site you mentioned as well, and Montana does have a statute on safety spot checks.There are very few states where they are illegal all together.Montana does not refer to them as sobriety checkpoints.But I would imagine a safety spot check is an attempt to catch drunk drivers or drug runners or maybe even those driving around with out insurance or seat belts.Couldn't recheck your work on the crash statistics you put on here that site was down at the time. "

    " It amazes me how many people out there graduated from the Google Law School and yet they give away legal advice for free in there comments.What they do in Richland County,I have no idea but safety spotchecks can and do occur in other parts of the state.One states D.U.I. checkpoint is another states Safety spotcheck.Born and raised in Richland county but have since moved away years ago.When growing up I personally had never seen one conducted but I believe it has more to do with man power then anything else.The only people I've seen with a problem with a Safety spotcheck usually have something to hide but most motorist are more than happy to give there cooperation for the safety of the highway they drive on everyday.By reading some of the comments there seems to be a mentality of the Police against all of you and I just don't believe that to be true at all.Working together is far more productive. "

    And to the person that posted the crash stats of our county having a 13.1% alcohol crash rate (which there is not a source given), what he failed to mention is that between 1/1/06 to 12/31/08, Richland County had 12 fatal crashes. 8 of those was alcohol involved and 1 was unknown. So to whoever posted that there are bigger things to focus on then alcohol crashes, please say what's killed more then 8 people in a 2 year time to make it a bigger issue then those 8 people (other then health issues like heart attacks and such)? The Richland County Attorney will be the prosecutor if he so chooses.     " I don't know that Penni Lewis (the elected) official in question ever actually admitted to the use of the funds missing, she made a statement on her facebook page apolgizing but never stating what she was apologizing for. I have no idea if that can be used in the investigation or not, she has her profile set to private on Facebook, so it isn't necessarily public all acess. I think this is very sad situation and I hope it can be fixed, I don't know if the public understands but $49,000 is a lot of the money to the 4-H program, the 4-H families all work very hard to raise the money that is needed to do the activities and events. As an former Richland county 4-H member, I have a hard time thinking that someone a lot of young people look up to as a LEADER did this to them. I do believe if charges are pressed, she should make a public apology to the whole community. "
